Pakistan has shortlisted 10 key public services for complete digital delivery and completed testing on a pilot citizen services portal as part of the Digital Economy Enhancement Project (DEEP). The $78 million initiative, backed by the World Bank, aims to modernize state operations, eliminate bureaucratic friction, and expand digital public infrastructure nationwide.

Centralizing Government Access

The transformation initiative is being spearheaded by the National Database and Registration Authority (NADRA) and the National Information Technology Board (NITB). Documentation from the Ministry of Information Technology and Telecommunication (MoITT) indicates that the primary objective is establishing a centralized platform where citizens can interact with state institutions seamlessly.

A critical technical milestone within DEEP is the integration of a Single Sign-On (SSO) framework with the National Data Exchange Layer (NDEL). This interoperability layer allows distinct public sector entities to share administrative data securely, reducing duplicate processing and simplifying citizen access to interconnected public services across the country.

The Pak App and PakID Vault

As part of the public rollout, the government has published the Pak App on both Android and iOS app stores. Several public services have already been incorporated into the mobile application, which serves as a central hub for interactions between citizens and government departments.

A foundational element of this mobile ecosystem is a digital identity architecture featuring the PakID Vault. Six official identification documents and credentials have been digitized for secure storage and access within the vault, including the Computerised National Identity Card (CNIC), the National Identity Card for Overseas Pakistanis (NICOP), the Pakistan Origin Card (POC), and select federal and provincial licenses.

By migrating these credentials into an integrated digital verification system, the initiative aims to curb administrative fraud, expedite credential checks, and cut down on processing delays for everyday public services.

Institutional Infrastructure and Modernization Scope

To supervise and execute the technological transformation, dedicated Project Management Units and Implementing Units have been assembled across participating agencies. These specialized units are tasked with establishing reliable cross-agency data exchange protocols and standardizing operational workflows across federal and provincial bodies.

Beyond the unified citizen interface, DEEP encompasses several major components aimed at modernizing public sector administration. These include the National Digital Portal, dedicated channels for digital services collaboration, the Pakistan Business Portal, and the establishment of a Civic Innovation and Technology Lab. Together, these frameworks are intended to bolster government transparency, improve operational efficiency, and establish unified digital delivery systems for citizens and commercial enterprises alike.
