Pakistan’s federal government has ordered extensive administrative adjustments across key government bodies, primarily impacting the Ministry of Housing and Works and the Federal Government Employees Housing Authority (FGEHA). The moves, executed through official notifications released on Friday by the Establishment Division, include high-level transfers of department heads as well as a multi-month disciplinary suspension of a former land official.
Leadership Overhaul at Housing Ministry and FGEHA
Under the newly issued orders, Captain (retd) Muhammad Mahmood has been officially relieved of his post as Secretary of the Housing and Works Division. Following the transfer, he has been instructed to report directly to the Establishment Division. In his stead, Ahsan Ali Mangi, who currently serves as Special Secretary for the Industries Division, has been assigned the additional charge of Secretary of the Housing and Works Division to manage department operations.
A corresponding leadership shift took place at the Federal Government Employees Housing Authority. Captain (retd) Zafar Iqbal was transferred from his role as Director General of the FGEHA. Similar to Mahmood, Iqbal has been directed to report to the Establishment Division, leaving the federal housing authority slated for administrative transition.
Former Land Director Placed Under 120-Day Suspension
Alongside the executive leadership shifts, the Establishment Division issued a disciplinary order targeting Saad bin Asad, an officer of the Pakistan Administrative Service holding Grade 18 status. Saad bin Asad, who previously served as the Director of Land at the FGEHA, has been placed under a 120-day suspension.
The suspension was enacted under Rule 5 of the Civil Servants (Efficiency and Discipline) Rules, 2020. According to official details regarding the transition, Asad was already in the process of being transferred from his post at the FGEHA to the Establishment Division at the time the disciplinary action and formal suspension order were handed down.
Cross-Departmental Postings and Transfers
The administrative shake-up extends beyond the housing sector, with the federal government issuing several other civil service postings across financial, environmental, and regional planning departments.
Shozab Raza Naqvi, previously serving as the Controller of Military Accounts for the Rawalpindi Division, has been relocated to the Finance Division. Naqvi has been designated as Joint Secretary and Financial Adviser within the ministry’s Military Finance Wing.
In another civil service relocation, Muhammad Adnan Khan has been reassigned to the Climate Change Division as a Section Officer. Khan previously functioned as the Director of Administration and Finance within the Directorate General of Trade Organisations.
Furthermore, the federal administration approved an inter-governmental transfer involving the Ministry of Planning. Misbah Noor, a Grade 17 officer from the Economists Group working within the planning ministry, has been transferred on deputation to the Government of Punjab. Under the terms of the posting, Noor will take on the role of Planning Officer at the provincial Planning and Development Board in Punjab.
