Taiwan Mobilizes $4 Billion to Construct Texas Industrial Park for Chip Suppliers

A multi-billion-dollar initiative spearheaded by Taiwanese industry aims to establish Texas hubs that help smaller supply-chain vendors support U.S. chip manufacturing.

Taiwan is raising at least $4 billion through the Taiwan Electrical and Electronic Manufacturers’ Association to develop an industrial park in Texas, establishing a localized operational base for smaller suppliers critical to the semiconductor ecosystem. The planned development aims to provide infrastructure and institutional backing for specialized component makers and service providers that support manufacturing powerhouses such as Taiwan Semiconductor Manufacturing Company (TSMC) and Foxconn.

Bridging the Expansion Gap for Smaller Suppliers

While industry leaders possess the balance sheets required to deploy massive standalone capital projects overseas, secondary and tertiary suppliers often lack the resources to finance independent expansions. TSMC, for instance, has already directed $165 billion toward its manufacturing site in Arizona and has committed an additional $100 billion to build four advanced 2-nanometer fabrication facilities. Conversely, smaller enterprises that provide essential materials, maintenance, and precision parts cannot easily absorb the steep financial and bureaucratic costs of establishing independent American facilities.

These peripheral vendors nevertheless serve an indispensable role across the broader semiconductor and computing ecosystem. Earlier this year, Nvidia Chief Executive Officer Jensen Huang highlighted several of these specialized suppliers during a keynote address in Taipei, emphasizing their pivotal contributions to sustaining the global artificial intelligence hardware pipeline.

Government Assistance and Infrastructure Support

To ease the transition, the Taiwanese government plans to extend logistical and financial mechanisms beyond the provision of physical space in Texas. Authorities will offer loan guarantees to participating businesses seeking to set up operations within the industrial park. The Ministry of Economic Affairs will also assist participating companies in navigating regulatory hurdles with United States federal and local agencies, covering critical documentation, permits, and visa processing.

“We are going to establish a long-term, sustainable supply chain there that can also be joined by American firms and local workers, and not just Taiwanese companies,” said Kung Ming-hsin, Taiwan’s Minister of Economic Affairs.

Taiwan has already secured land in Texas designated for the hub. Although the Ministry of Economic Affairs has held back specific location coordinates and design specifics for a future formal briefing, officials confirmed that the strategy is not restricted to a single property. The government is currently preparing for more than one hub, with planned project footprints projected to cost between $2 billion and $4 billion each.

Shortening the AI Hardware Supply Line

The proposed framework aligns with what officials describe as the “Taiwan model,” a cooperative strategy designed to facilitate international investment and compress the geographical length of the AI semiconductor supply chain. Though geared initially toward serving the production workflows of Taiwanese giants including TSMC, Foxconn, and Wistron, the industrial parks are intended to operate with wider commercial integration.

Minister Kung indicated that American industrial enterprises would also be able to access and work with the clustered suppliers. Specifically, Kung noted that Elon Musk’s Terafab venture could leverage the resulting supply chain network in Texas, though he clarified that Taiwanese companies would not transfer their proprietary technologies to enable vertical integration. The United States government has not issued an official statement regarding Taiwan’s Texas industrial park project.
